IE6/Win has a specific problem with “image flickering”, observe please:

  1. In Internet Explorer, click on “Tools”, then “Internet Options”.
  2. In the new dialog, click on “Settings” under the “Temporary Internet files” tab.
  3. In the next new dialog, if “Automatically” is set, which I believe IS the default, then IE will try to be smart, and handle its caching. However, if “Every visit to the page” option is set, IE will act stupid and try to “refresh” the “background-image” on certain elements, in different happenings.

Evidently handling the expiration settings in Apache http.conf (or .htaccess) can remedy this annoyance. There is a work-through for Microsoft IIS people, as I used to be :)
